Localizing Global Agendas

UCLG has developed a series of training guides – Learning Modules – to support the delivery of workshops on the Localization of Global Agendas. These learning modules follow a Training of Trainers’ approach to maximize reach and allow for the contextualization of learning resources. While intended as guides for trainers, the Learning Modules are valuable resources for anyone wanting to learn about global agendas, and the role local and regional governments have in their implementation.

Localizing is not the parachuting of global goals into local contexts. It means implementing global agendas in cities and territories to achieve local and global goals. More than a technical process, localizing is a political process based on harnessing local opportunities, priorities and ideas.

As policymakers, catalysts for change, and key actors in development, subnational governments are uniquely positioned to implement and monitor sustainable development, prosperity and well-being at the local level. In order to fulfill this role however, local and regional governments need sufficient support from all levels of government and adequate financial resources. Understanding the goals and mechanisms set up at the global level can help cities and regions, and their associations, better access and advocate for appropriate competences, resources, and governance structures, while leading the implementation of global agendas in their territories. 

UCLG is devoted to supporting local and regional governments in this challenging process, so they can increase their capacities using appropriate methods and knowledge platforms. The tools and training we have developed within our network can contribute to the better use of existing knowledge and to sharing successful strategies for the implementation of Global Agendas.
